	(k)  An applicant whose request for a permanent                              
variance is completely or partially denied or whose                            
permanent variance is revoked under this section may appeal                    
the department's decision to the superior court.                               
	(l)  The department shall issue orders and adopt                             
regulations as necessary to carry out the purposes of this
