appropriations for capital project matching grant funds and for capital        
projects; making an appropriation for the continuation of federal              
litigation; and providing for an effective date" which had been held           
on reconsideration (page 4387) was before the Senate.                          
                                                                               
Senator Pearce moved and asked unanimous consent that the                      
reconsideration of the bill be held to the May 7 calendar.  Without
