CS FOR HOUSE BILL NO. 55(FIN) "An Act making appropriations                    
for the operating and loan program expenses of state government and            
to capitalize funds; and providing for an effective date" was read the         
second time.                                                                   
                                                                               
Senator Duncan rose to a point of order, citing Uniform Rule No.               
24(d).  President Halford ruled the point of order was not well                
taken.                                                                         
                                                                               
Senator Duncan appealed the ruling of the Chair.                               
                                                                               
Senator Pearce called the Senate.                                              
                                                                               
Senator Donley rose to a point of order regarding impugning the                
integrity of members.  President Halford cautioned members to                  
proceed in order.
