Message of September 28 was received, stating the Governor signed              
the following bill and transmitted the engrossed and enrolled copies           
to the Lieutenant Governor's Office for permanent filing:

"An Act making and amending appropriations                                    
relating to the mental health trust fund, the mental                           
health trust income account, and the mental health                             
trust settlement income account; and providing for
