SENATE BILL NO. 290 BY THE SENATE RULES COMMITTEE                              
BY REQUEST OF THE GOVERNOR, entitled:                                          
                                                                               
"An Act making appropriations to satisfy the                                  
monetary terms of certain collective bargaining                                
agreements for certain public safety employees                                 
under an arbitrator's decision; and providing for an

was read the first time and referred to the State Affairs, Labor and           
Commerce, Judiciary and Finance Committees.

Dear Mr. President:                                                            
                                                                               
Under the authority of art. III, sec. 18, of the Alaska Constitution,          
I am transmitting a bill making appropriations to satisfy the                  
monetary terms of collective bargaining agreements for certain public          
safety employees.                                                              
                                                                               
This bill, if enacted into law, would make a total appropriation of            
$8,055,000 to satisfy the monetary terms of collective bargaining              
agreements with the Public Safety Employees Association.  The                  
appropriations are necessary to satisfy the state's obligation under an        
arbitrator's award regarding those agreements.
