SENATOR TAYLOR, entitled:                                                      
                                                                               
"An Act relating to the calculation of instructional                          
units used in determining state aid for education and                          
increasing elementary and secondary instructional                              
units for certain school districts with 800 or fewer                           
students in average daily membership; and providing                            
for an effective date."                                                        
                                                                               
was read the first time and referred to the Health, Education and
