"An Act relating to the employment of certain state                           
employees and officers, and certain officers and                               
employees of the Alaska Railroad, seeking election

an innovative construction procurement methods                                 
pilot program; and establishing legislative findings,                          
a legislative purpose, and legislative intent for state
