SENATE BILL NO. 198 "An Act exempting certain activities of the                
Department of Transportation and Public Facilities from the                    
regulation provisions of the Administrative Procedure Act and                  
allowing other procedures for those activities; and providing for an           
effective date" which had been placed at the bottom of today's                 
calendar (page 1620) was read the second time.                                 
                                                                               
Senator Duncan called the Senate.                                              
                                                                               
Senator Taylor moved and asked unanimous consent that SENATE                   
BILL NO. 198 be considered engrossed, advanced to third reading                
and placed on final passage.  Senator Duncan objected.
