Senator Donley moved that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 2. Without objection, the bill was returned to second reading. Senators Donley, Taylor offered Amendment No. 2 : Page 5, lines 18-20: Delete "is exempt from the provisions of this chapter other than AS 42.05.221 - 42.05.281 [,] unless [25 PERCENT OF] the subscribers petition the commission for regulation under the procedure described in AS 42.05.712" Insert "may elect to be [IS] exempt from the provisions of this chapter other than AS 42.05.221 - 42.05.281 under the procedure described in AS 42.05.712 [, UNLESS 25 PERCENT OF THE SUBSCRIBERS PETITION THE COMMISSION FOR REGULATION]."
