The Judiciary Committee considered SENATE BILL NO. 164 "An                     
Act relating to municipal incorporation, reclassification, and                 
dissolution" and recommended it be replaced with                               
                                                                               
CS FOR SENATE BILL NO. 164(JUD), entitled:                                    
"An Act relating to municipal incorporation,                                  
reclassification, merger, consolidation, annexation,                           
detachment, and dissolution, and to municipal school
