Senator Taylor moved and asked unanimous consent that HOUSE                    
JOINT RESOLUTION NO. 11, which had been held to the May 9                      
calendar (page 2216), be taken up at this time.  Without objection,            
it was so ordered.                                                             
                                                                               
HOUSE JOINT RESOLUTION NO. 11 Proposing an amendment to                        
the Constitution of the State of Alaska relating to repeal of                  
regulations by the legislature, was read the second time.                      
                                                                               
Senator Taylor moved and asked unanimous consent that HOUSE                    
JOINT RESOLUTION NO. 11 be advanced to third reading and                       
placed on final passage.  Senator Duncan objected.                             
                                                                               
The question being: "Shall HOUSE JOINT RESOLUTION NO. 11                       
be advanced to third reading?"  The roll was taken with the
