SENATE CS FOR CS FOR HOUSE BILL NO. 454(RLS) "An Act                           
making a supplemental appropriation to the Department of Law to                
pay costs of certain continuing legal proceedings; and providing for           
an effective date" which had been held on reconsideration (page                
4329) was before the Senate.                                                   
                                                                               
Senator Pearce moved and asked unanimous consent that the bill be              
held to the May 6 calendar.  Without objection, it was so ordered.             
                                                                               
                     SECOND READING OF SENATE RESOLUTIONS                    
                                                                               
SJR 52                                                                       
SENATE JOINT RESOLUTION NO. 52 Proposing amendments to                         
the Constitution of the State of Alaska relating to the budget reserve         
fund, was read the second time.                                                
                                                                               
Senator Rieger moved and asked unanimous consent for the adoption              
of the Rules Committee Substitute offered on page 4354.  Without               
objection, CS FOR SENATE JOINT RESOLUTION NO. 52(RLS)                          
was adopted.                                                                   
                                                                               
CS FOR SENATE JOINT RESOLUTION NO. 52(RLS) was read the                        
second time.                                                                   
                                                                               
Senator Taylor moved and asked unanimous consent that CS FOR                   
SENATE JOINT RESOLUTION NO. 52(RLS) be considered                              
engrossed, advanced to third reading and placed on final passage.

constitutional amendment concerning victims of crime, was read the             
second time.
