President Halford ruled Senator Duncan out of order. Senator Duncan lifted his call of the Senate. Senator Taylor moved and asked unanimous consent that SENATE CS FOR CS FOR HOUSE BILL NO. 58(FIN) be considered engrossed, advanced to third reading and placed on final passage. Senator Duncan objected. Senator Duncan rose to a point of order regarding impugning a person's integrity. President Halford ruled Senator Duncan out of order.
