Amendment No. 2 was offered  by Representative Davies:                          
                                                                               
Page 1, after line 17, insert:                                                 
                                                                               
	"WHEREAS the House has recently passed legislation that                    
will provide for the nations least expensive permits for air                   
contaminant emissions at $8 per ton compared to the national                   
average at $29 per ton; and"                                                   
                                                                               
Representative Finkelstein moved and asked unanimous consent that              
Amendment No. 2 be adopted.                                                    
                                                                               
Representative Phillips objected.
