The following fiscal note applies to HCR 21: Zero fiscal note, Legislative Affairs Agency, 4/24/93 1993-04-24 House Journal Page 1500 HCR 21 Amendment No. 1 was offered by Representative Davies: Page 1, after line 17, insert: "WHEREAS the House has passed an operating budget for the Department of Environmental Conservation that reduces its total funding for FY 94 by over 12%, the largest cut of any department; and WHEREAS budget reductions to the Department of Environmental Conservation may result in the US Environmental Protection Agency assuming primacy for air, water, solid waste, and hazardous materials regulations; and" Representative Finkelstein moved and asked unanimous consent that Amendment No. 1 be adopted. Objection was heard. The question being: "Shall Amendment No. 1 be adopted?" Representative Phillips objected. The question being: "Shall Amendment No. 2 be adopted?"
