Representative Ulmer moved and asked unanimous consent that Amendment No. 1 be adopted. Objection was heard. Amendment to Amendment No. 1 was offered by Representative Ulmer: Delete: "Page 1, lines 1 - 3: Delete all material. Insert `An Act relating to an owner's motor vehicle liability insurance policy; and providing for an effective date.'" Representative Ulmer moved and asked unanimous consent that the amendment to Amendment No. 1 be adopted. There being no objection, the amendment to Amendment No. 1 was adopted. Representative Phillips rose to a point of order stating that the purpose and reason for casting a vote was being disparaged. The Speaker stated that the point was well taken.
