Amendment No. 3 was offered by Representative Hanley: Page 2, following line 9, add a new subsection (c) to read: "Notwithstanding AS 43.23.069, the Dept. of Revenue shall prepare the permanent fund dividend application to allow an applicant to elect to have $10 subtracted from the applicant's
