Representative Phillips moved and asked unanimous consent that the House recess until 7:50 p.m., for the Governor's State of the Budget Address. There being no objection, the House recessed at 10:23 a.m. AFTER RECESS JOINT SESSION IN THE HOUSE Speaker Barnes called the House to order and, in accordance with the Uniform Rules, turned the gavel over to President Halford who called the joint session to order at 7:56 p.m.
