HOUSE BILL NO. 335 by Representative KOTT, entitled:                           
                                                                               
"An Act relating to disclosures of information about minors, and              
directing disclosure to certain persons of the identity of an                  
offender who is a minor subject to prosecution as an adult or                  
adjudication as a delinquent minor as a result of violating a                  
criminal law of the state or a municipality that is a felony and to            
certain information about the offense allegedly committed by the
