HOUSE BILL NO. 304 by Representative Therriault, entitled:                     
                                                                               
"An Act relating to emergency planning and response; transferring             
the State Emergency Response Commission, including its duty to                 
designate local emergency planning districts and appoint local                 
emergency planning committees, to the Department of Military and               
Veterans' Affairs; transferring responsibility for establishing and            
maintaining emergency response depots and the oil and hazardous                
substance response corps to the Department of Environmental                    
Conservation; eliminating a requirement that the state and regional            
oil discharge prevention and contingency plans be revised                      
annually."
