Amendment No. 1 was offered by Representatives Toohey and Brown: Page 1, line 2, after "alcohol" (title amendment): Insert "by a person at least 14 but not yet 21 years of age" Representative Toohey moved and asked unanimous consent that Amendment No. 1 be adopted. There being no objection, it was so ordered, and the new title appears below: "An Act relating to revocation of a driver's license for illegal possession or use of a controlled substance or illegal possession or consumption of alcohol by a person at least 14 but not yet 21 years of age; to fees for reinstatement of a driver's license; and providing for an effective date." Representative Phillips moved and asked unanimous consent that CSHB 299(FIN)(title am) be considered engrossed, advanced to third reading and placed on final passage. Representative Ulmer objected. The Speaker stated that CSHB 299(FIN)(title am) will be in third reading on the March 29, 1994, calendar.
