Full Journal pdf1994-02-03 House Journal Page 2243 HB 18 The following, which was advanced to third reading from the February 2, 1994, calendar (page 2225), was read the third time: CSHB 18(CRA) am "An Act relating to service areas in unified municipalities to provide police protection and law enforcement services; and providing for an effective date." 1994-02-03 House Journal Page 2244 HB 18 Representative Bunde moved and asked unanimous consent that CSHB 18(CRA) am be returned to second reading for the specific purpose of rescinding previous action in adopting Amendment No. 1 as amended. Representative Navarre rose to a point of order, stating that the motion was out of order because the question could be reached through reconsideration. The Speaker ruled the motion out of order. Representative Bunde moved and asked unanimous consent that CSHB 18(CRA) am be returned to second reading for the specific purpose of considering an amendment. Representative Finkelstein rose to a point of order, stating that the motion was out of order because no amendment had been presented. The Speaker ruled the motion out of order. Representative Phillips moved and asked unanimous consent that CSHB 18(CRA) am be returned to the Rules Committee. Representative Navarre objected. Representative Vezey rose to a point of order regarding inappropriate debate. The Speaker stated the point was well taken. The question being: "Shall CSHB 18(CRA) am be returned to the Rules Committee?"
