A message dated May 9, 1994, was read stating the Governor has                 
signed the following bill and is transmitting the engrossed and enrolled       
copies to the Lieutenant Governor's Office for permanent filing:               
                                                                               
SENATE CS FOR CS FOR HOUSE BILL NO. 199(FIN)                                  
"An Act relating to the exploration and production of oil and gas             
and related hydrocarbons, to oil and gas exploration licenses, and             
to oil and gas leases in certain areas of the state; and providing for
