HOUSE BILL NO. 193                                                            
"An Act establishing the Alaska Health Care Authority; relating to            
the delivery, quality, access, and financing of health care; requiring         
the establishment of health care expenditure limits; relating to               
approval of disability insurance rates; relating to the issuance of            
certificates of need; relating to health insurance for small                   
employers; and providing for an effective date."
