00 CS FOR SENATE JOINT RESOLUTION NO. 24(AAF) 01 Recognizing and honoring the relationship between the state and Greenland; and 02 recognizing the importance of cooperation between the United States of America and the 03 Kingdom of Denmark in the Arctic. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 WHEREAS the state and Greenland are Arctic neighbors, each blessed with 06 extraordinary natural environments, valuable natural resources, and Indigenous cultures with 07 histories stretching back millennia; and 08 WHEREAS the Alaska Native peoples and the Inuit peoples of Greenland share 09 cultural, linguistic, and historical connections that continue to shape Arctic identity, 10 resilience, and stewardship; and 11 WHEREAS the state and Greenland face common Arctic-related challenges, 12 including climate change, melting sea ice, coastal erosion, food security, infrastructure needs, 13 and the high cost of living in remote communities; and 14 WHEREAS the United States of America and the Kingdom of Denmark, of which 15 Greenland is an autonomous territory, maintain a long-standing alliance grounded in
01 democratic values, mutual defense, and international cooperation; and 02 WHEREAS the United States of America has, at various times, maintained an 03 expanded military presence in Greenland, including during World War II under agreements 04 with the Danish government during the German occupation of Denmark, and that presence 05 neither intended nor established sovereignty, ownership, or territorial control by the United 06 States of America; and 07 WHEREAS the United States of America and the Kingdom of Denmark are founding 08 members of the North Atlantic Treaty Organization, and Greenland plays a critical role in the 09 collective security of the North Atlantic and Arctic regions; and 10 WHEREAS the presence of Pituffik Space Base in Greenland underscores 11 Greenland's strategic importance to Arctic and global security and its relevance to the state's 12 role in United States Arctic defense; and 13 WHEREAS the state and Greenland share strategic interests in Arctic maritime 14 safety, search and rescue, fisheries management, environmental protection, scientific research, 15 and responsible resource development; and 16 WHEREAS cooperation among Arctic peoples and governments strengthens 17 economic opportunity, advances innovation, and supports sustainable development 18 throughout the circumpolar North; and 19 WHEREAS the state and Greenland benefit from collaboration through international 20 Arctic institutions and forums, including the Arctic Council, which promotes peaceful 21 cooperation, scientific research, and the well-being of Arctic residents; and 22 WHEREAS growing global attention to the Arctic heightens the importance of strong 23 relationships among Arctic regions, including the state and Greenland, to ensure that 24 development proceeds in a manner that respects local communities and fragile ecosystems; 25 BE IT RESOLVED that the Alaska State Legislature recognizes and honors the 26 relationship between the state and Greenland as an essential Arctic partnership grounded in 27 shared geography, culture, and strategic interests; and be it 28 FURTHER RESOLVED that the Alaska State Legislature affirms the importance of 29 continued cooperation between the United States of America and the Kingdom of Denmark, 30 including Greenland, on matters of Arctic security, economic development, environmental 31 protection, and scientific research; and be it
01 FURTHER RESOLVED that the Alaska State Legislature encourages strengthened 02 collaboration between the state and Greenland in areas including Indigenous exchange, 03 education, renewable energy, fisheries, transportation, and emergency response; and be it 04 FURTHER RESOLVED that the Alaska State Legislature expresses its commitment 05 to fostering friendship, mutual respect, and long-term cooperation between the peoples of the 06 state and Greenland in support of a peaceful, prosperous, and resilient Arctic. 07 COPIES of this resolution shall be sent to the Honorable Donald J. Trump, President 08 of the United States; the Honourable Mette Frederiksen, Prime Minister of the Kingdom of 09 Denmark; the Honourable Jens-Frederik Nielsen, Prime Minister of Greenland; the Honorable 10 Marco Rubio, United States Secretary of State; the Honorable Pete Hegseth, United States 11 Secretary of Defense; General Gregory M. Guillot, Commander, United States Northern 12 Command; and the Honorable Lisa Murkowski and the Honorable Dan Sullivan, U.S. 13 Senators, and the Honorable Nicholas Begich, U.S. Representative, members of the Alaska 14 delegation in Congress.
