00 HOUSE JOINT RESOLUTION NO. 23 01 Proposing an amendment to the Constitution of the State of Alaska requiring the 02 governor to submit a balanced budget to the legislature. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Article IX, sec. 12, Constitution of the State of Alaska, is amended by adding a 05 new subsection to read: 06 (b) The governor may not submit under (a) of this section a budget proposing 07 expenditures or a general appropriation bill authorizing expenditures for the next fiscal 08 year that exceed anticipated revenue for the next fiscal year. Anticipated revenue 09 includes anticipated revenue of all departments, offices, and agencies of the State and 10 income of the permanent fund available for appropriation as authorized by law. 11 Anticipated revenue does not include money in the budget reserve fund established 12 under Section 17 of this article. 13 * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of the 14 state at the next general election in conformity with art. XIII, sec. 1, Constitution of the State 15 of Alaska, and the election laws of the state.
