00 HOUSE JOINT RESOLUTION NO. 19 01 Proposing amendments to the Constitution of the State of Alaska relating to voter 02 qualification. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Article V, sec. 1, Constitution of the State of Alaska, is amended to read: 05 Section 1. Qualified Voters. Only a [EVERY] citizen of the United States 06 who is at least eighteen years of age, who meets registration residency requirements 07 which may be prescribed by law, and who is qualified to vote under this article, may 08 vote in any state or local election. A voter shall have been, immediately preceding the 09 election, a thirty day resident of the election district in which he seeks to vote, except 10 that for purposes of voting for President and Vice President of the United States other 11 residency requirements may be prescribed by law. Additional voting qualifications 12 may be prescribed by law for bond issue elections of political subdivisions. 13 * Sec. 2. Article V, sec. 2, Constitution of the State of Alaska, is amended to read: 14 Section 2. Disqualifications. No person may vote who is not a citizen of the 15 United States. No person may vote who has been convicted of a felony involving 16 moral turpitude unless his civil rights have been restored. No person may vote who has

01 been judicially determined to be of unsound mind unless the disability has been 02 removed. 03 * Sec. 3. The amendments proposed by this resolution shall be placed before the voters of 04 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 05 State of Alaska, and the election laws of the state.
