00                   HOUSE CONCURRENT RESOLUTION NO. 11                                                                   
01 Extending the governor's October 9, 2025, declaration of a disaster emergency in                                        
02 response to the 2025 West Coast Storm.                                                                                  
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04       WHEREAS, on October 9, 2025, the governor declared a disaster emergency,                                        
05 following the 2025 West Coast Storm; and                                                                                
06       WHEREAS the condition of the disaster emergency was extended in November of                                     
07 2025, December of 2025, January of 2026, and February 6, 2026, with the disaster emergency                              
08 expiring on March 8, 2026; and                                                                                          
09       WHEREAS the effects of the storm remain severe, and infrastructure systems from                                 
10 the original storm, as well as ongoing emergency actions, are necessary to respond to those                             
11 effects; and                                                                                                            
12       WHEREAS, under AS 26.23.020(c), "[a] proclamation of disaster emergency may                                   
13 not remain in effect longer than 30 days unless extended by the legislature by a concurrent                             
14 resolution"; and                                                                                                        
15       WHEREAS an additional extension will allow agencies to continue the agencies'                                   
16 emergency response to meet the disaster;                                                                                

01       BE IT RESOLVED that, under AS 26.23.020(c), the Alaska State Legislature                                        
02 extends the October 9, 2025, disaster emergency declared by the governor for the 2025 West                              
03 Coast Storm until April 7, 2026; and be it                                                                              
04       FURTHER RESOLVED by the Alaska State Legislature that the extension of the                                      
05 October 9, 2025, disaster emergency declared by the governor for the 2025 West Coast Storm                              
06 be made retroactive to March 8, 2026.
