01 * Sec. 4. FUND CAPITALIZATION. (a) The sum of $40,000,000 is appropriated from the 02 general fund to the disaster relief fund (AS 26.23.300(a)). 03 (b) The sum of $35,000,000 is appropriated from the general fund to the disaster relief 04 fund (AS 26.23.300(a)). 05 (c) The sum of $98,715,900 is appropriated from the general fund to the fire 06 suppression fund (AS 41.15.210) for fire suppression activities. 07 * Sec. 5. FUND TRANSFER. An amount equal to the amount appropriated from the Alaska 08 higher education investment fund (AS 37.14.750) in sec. 49(b), ch. 10, SLA 2025, estimated 09 to be $129,598,900, is appropriated from the general fund to the Alaska higher education 10 investment fund (AS 37.14.750). 11 * Sec. 6. CONSTITUTIONAL BUDGET RESERVE FUND. (a) An amount equal to the 12 appropriations made from the general fund in this Act is appropriated from the budget reserve 13 fund (art. IX, sec. 17, Constitution of the State of Alaska) to the general fund. 14 (b) The appropriation made from the budget reserve fund (art. IX, sec. 17, 15 Constitution of the State of Alaska) in (a) of this section is made under art. IX, sec. 17(c), 16 Constitution of the State of Alaska. 17 * Sec. 7. LAPSE OF APPROPRIATIONS. (a) The appropriations made in sec. 1 of this Act 18 are for capital projects and lapse under AS 37.25.020. 19 (b) The appropriations made in secs. 4 and 5 of this Act are for the capitalization of 20 funds and do not lapse. 21 * Sec. 8. RETROACTIVITY. Sections 1 - 7 and 9 of this Act are retroactive to March 1, 22 2026. 23 * Sec. 9. CONTINGENCY. The appropriation made in sec. 4(b) of this Act is contingent on 24 the state's match rate as of June 30, 2026, remaining at 25 percent of the state's costs for 25 disaster relief under the Federal Emergency Management Agency's major disaster declaration 26 for the state because of Typhoon Halong (FEMA-4893-DR). 27 * Sec. 10. This Act takes effect immediately under AS 01.10.070(c). 28
