00 HOUSE BILL NO. 69 01 "An Act relating to education funding; and providing for an effective date." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 14.17.470 is amended by adding new subsections to read: 04 (b) On July 1, 2025, the department shall increase the base student allocation 05 in effect on June 30, 2025, by a percentage equal to the average percentage of increase 06 over the first three of the preceding four calendar years in all items of the Consumer 07 Price Index for all urban consumers for urban Alaska prepared by the United States 08 Department of Labor, Bureau of Labor Statistics, plus an additional $1,000. 09 (c) On July 1, 2026, the department shall increase the base student allocation 10 in effect on June 30, 2026, by a percentage equal to the average percentage of increase 11 over the first three of the preceding four calendar years in all items of the Consumer 12 Price Index for all urban consumers for urban Alaska prepared by the United States 13 Department of Labor, Bureau of Labor Statistics, plus an additional $404. 14 (d) On July 1, 2027, the department shall increase the base student allocation 15 in effect on June 30, 2027, by a percentage equal to the average percentage of increase

01 over the first three of the preceding four calendar years in all items of the Consumer 02 Price Index for all urban consumers for urban Alaska prepared by the United States 03 Department of Labor, Bureau of Labor Statistics, plus an additional $404. 04 (e) Beginning July 1, 2028, the department shall, on July 1 of each year, 05 increase the base student allocation in effect on June 30 of the previous fiscal year by 06 a percentage equal to the average percentage of increase over the first three of the 07 preceding four calendar years in all items of the Consumer Price Index for all urban 08 consumers for urban Alaska prepared by the United States Department of Labor, 09 Bureau of Labor Statistics. 10 * Sec. 2. This Act takes effect July 1, 2025.
