00 CS FOR SENATE BILL NO. 262(STA) 01 "An Act relating to the state Artificial Intelligence Task Force; and providing for an 02 effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. The uncodified law of the State of Alaska is amended by adding a new section 05 to read: 06 STATE ARTIFICIAL INTELLIGENCE TASK FORCE. (a) The state Artificial 07 Intelligence Task Force is established in the Department of Commerce, Community, and 08 Economic Development. 09 (b) The purpose of the task force is to 10 (1) investigate the field of artificial intelligence; and 11 (2) make recommendations for the responsible growth of the state's emerging 12 technology markets, the use of artificial intelligence in state government, and regulation of 13 artificial intelligence. 14 (c) The task force is composed of

01 (1) the commissioner of commerce, community, and economic development 02 or the commissioner's designee; 03 (2) the commissioner of transportation and public facilities or the 04 commissioner's designee; 05 (3) one employee of the executive branch of the state with expertise in 06 information technology, appointed by the governor; 07 (4) one person representing organized labor, appointed by the governor; 08 (5) one person who is a member of a statewide nonpartisan and nonprofit 09 organization that protects individual liberties, appointed by the governor; 10 (6) one person representing the technology industry, appointed by the 11 governor; 12 (7) one person representing the technology industry, appointed by the 13 president of the senate; 14 (8) one person representing the technology industry, appointed by the speaker 15 of the house of representatives; 16 (9) one student or faculty member of the University of Alaska, appointed by 17 the president of the university; 18 (10) one person appointed by the board of the Alaska Broadcasters 19 Association; 20 (11) two members of the senate appointed by the president of the senate; 21 (12) two members of the house of representatives appointed by the speaker of 22 the house of representatives. 23 (d) The task force shall select a chair from among its members. 24 (e) The task force shall meet at least once each year. The chair of the task force may 25 call additional meetings. 26 (f) A majority of the membership of the task force constitutes a quorum for the 27 transaction of business. 28 (g) The Department of Commerce, Community, and Economic Development shall 29 provide staff for the task force. 30 (h) The task force shall study the field of artificial intelligence. The study must 31 (1) assess the development and use of artificial intelligence technology,

01 including benefits and risks; 02 (2) consider whether and how to use artificial intelligence in state government 03 and analyze the fiscal impact, if any, on the state; and 04 (3) review whether state regulation of the artificial intelligence field is needed. 05 (i) The task force shall prepare an annual report in 2024, 2025, and 2026 and, not later 06 than December 31 of each year, deliver the report to the senate secretary and the chief clerk of 07 the house of representatives and notify the legislature that the report is available. The reports 08 must include 09 (1) a summary of the development and use of artificial intelligence in the 10 state; 11 (2) any proposed change to the definition of artificial intelligence in (j) of this 12 section; 13 (3) any proposed state regulation or change in state regulation of artificial 14 intelligence; 15 (4) a list of identified risks and benefits associated with the development of 16 artificial intelligence in the state; 17 (5) recommendations on the responsible and ethical development of artificial 18 intelligence in the state; and 19 (6) a recommendation regarding whether the task force should continue to 20 study artificial intelligence. 21 (j) In this section, 22 (1) "artificial intelligence" means a computerized model or system that 23 performs functions generally associated with human intelligence; 24 (2) "task force" means the state Artificial Intelligence Task Force. 25 * Sec. 2. Section 1 of this Act is repealed January 19, 2027. 26 * Sec. 3. This Act takes effect immediately under AS 01.10.070(c).
