AS 39.27.011 is amended by adding new subsections to read: 25 (n) Effective July 8, 2024, the amounts set out in the salary schedule contained 26 in (a) of this section are increased by 3.38 percent. 27 (o) Effective July 1, 2025, the amounts set out in the salary schedule contained 28 in (a) of this section, as increased under (n) of this section, are increased by three 29 percent. 30 (p) Effective July 1, 2026, the amounts set out in the salary schedule contained 31 in (a) of this section, as increased under (n) and (o) of this section, are increased by 2.5

01 percent if the percentage of increase over the period beginning January 1, 2024, and 02 ending December 31, 2024, in all items of the Consumer Price Index for all urban 03 consumers for urban Alaska is less than four percent, and are increased by five percent 04 if the percentage of increase over the period beginning January 1, 2024, and ending 05 December 31, 2024, in all items of the Consumer Price Index for all urban consumers 06 for urban Alaska is four percent or more. 07 (q) Effective July 1, 2027, if the basic monthly salaries paid to members of the 08 supervisory bargaining unit are increased under AS 23.40.215, the amounts set out in 09 the salary schedule in (a) of this section are increased at the same time and by the 10 same percentage of increase. The commissioner of administration shall, by regulation, 11 establish the percentage at which the salary schedule is increased and the increased 12 salary amount. The regulations relate to the internal management of state agencies, 13 and their adoption is not subject to AS 44.62 (Administrative Procedure Act). The 14 regulations must be published in the Alaska Administrative Register and Code for 15 informational purposes. 16 * Sec. 3. AS 44.64.010(d) is amended to read: 17 (d) The chief administrative law judge shall receive a monthly salary that is 18 equal to a step in [NOT LESS THAN STEP A NOR MORE THAN STEP F,] Range 19 27 [,] of the salary schedule in AS 39.27.011(a) [FOR JUNEAU, ALASKA]. The 20 chief administrative law judge is in the partially exempt service. 21 * Sec. 4. AS 39.27.011(m) is repealed. 22 * Sec. 5. The uncodified law of the State of Alaska is amended by adding a new section to 23 read: 24 SALARY INCREASES FOR CERTAIN EXEMPT OFFICERS AND EMPLOYEES 25 OF THE EXECUTIVE BRANCH. The salary increases under AS 39.27.011(a), as repealed 26 and reenacted by sec. 1 of this Act, and under AS 39.27.011(n) - (q), enacted by sec. 2 of this 27 Act, apply to public officers who are in the exempt service under AS 39.25.110 and who are 28 not members of a collective bargaining unit established under AS 23.40.070 - 23.40.260 29 (Public Employment Relations Act) or otherwise covered by AS 39.27.011(a). In this section, 30 "public officers" includes permanent and temporary employees in the executive branch, not 31 including the governor, the lieutenant governor, or the heads of principal departments of the

01 executive branch. 02 * Sec. 6. The uncodified law of the State of Alaska is amended by adding a new section to 03 read: 04 SALARY INCREASES FOR CERTAIN EMPLOYEES OF THE JUDICIAL 05 BRANCH. The salary increases under AS 39.27.011(a), as repealed and reenacted by sec. 1 of 06 this Act, and under AS 39.27.011(n) - (q), enacted by sec. 2 of this Act, apply to permanent 07 and temporary employees and magistrates in the judicial branch of the state government who 08 are not members of a collective bargaining unit established under AS 23.40.070 - 23.40.260 09 (Public Employment Relations Act) and who are not otherwise covered by AS 39.27.011(a). 10 * Sec. 7. The uncodified law of the State of Alaska is amended by adding a new section to 11 read: 12 SALARY INCREASES FOR CERTAIN EMPLOYEES OF THE UNIVERSITY OF 13 ALASKA. The employees of the University of Alaska who are not members of a collective 14 bargaining unit are entitled to receive salary increases in accordance with the compensation 15 policy of the Board of Regents of the University of Alaska. 16 * Sec. 8. This Act takes effect July 1, 2024.
