01 "An Act relating to the issuance of certificates of fitness for plumbers and electricians;                              
02 relating to fees for certificates of fitness for plumbers and electricians; and providing for                           
03 an effective date."                                                                                                     
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1. AS 18.62.020 is amended to read:                                                                      
06 Sec. 18.62.020. Application for and issuance of certificate. The department                                           
07 shall issue certificates of fitness and renewal certificates of fitness. A journeyman                               
08 level certificate and renewal certificate is valid for two years. A trainee level                               
09 certificate and renewal certificate is valid for six years. A [THE] certificate may be                              
10       issued only to an individual. An applicant for a certificate shall apply in writing, under                        
11       oath, on a form prescribed by the department containing                                                         
12                 (1)  the name and address of the applicant;                                                             
13                 (2)  the applicant's age;                                                                               
14                 (3)  the applicant's citizenship; and                                                                   

01                 (4)  other information relevant to licensing that the department requires.                              
02    * Sec. 2. AS 18.62.020 is amended by adding a new subsection to read:                                              
03            (b)  The department may adopt regulations allowing for the issuance of a                                     
04       provisional certificate of fitness to an individual who applies for a certificate of fitness                      
05       under (a) of this section and holds a comparable certificate in another jurisdiction.                             
06    * Sec. 3. AS 18.62.030(a) is amended to read:                                                                      
07 (a)  An applicant shall pay a nonrefundable application [AND                                                            
08 EXAMINATION] fee of $50 when applying for a [TRAINEE OR JOURNEYMAN                                                      
09 LEVEL] certificate of fitness. The department shall charge a [BIENNIAL] fee of $200                                     
10 for the issuance of a trainee level certificate or renewal certificate and $300 for the                             
11 issuance of a [OR] journeyman level certificate or [A] renewal certificate, to be                                   
12 prorated if issued for less than two years, and a fee of $25 for the issuance of a                                      
13       duplicate certificate.                                                                                            
14    * Sec. 4. AS 18.62 is amended by adding a new section to read:                                                     
15 Sec. 18.62.100. Definition. In this chapter, "department" means the                                                   
16       Department of Labor and Workforce Development.                                                                    
17    * Sec. 5. The uncodified law of the State of Alaska is amended by adding a new section to                          
18 read:                                                                                                                   
19 TRANSITION. Notwithstanding AS 18.62.050, the Department of Labor and                                                   
20 Workforce Development may reissue a plumber or electrician trainee level certificate of                                 
21 fitness issued after July 1, 2022, and before the effective date of this Act without requiring the                      
22 certificate holder to reapply under AS 18.62.020(a), as amended by sec. 1 of this Act, or repay                         
23 the fee under AS 18.62.030(a), as amended by sec. 3 of this Act, if                                                     
24            (1)  the certificate holder requests a reissued certificate;                                                 
25            (2)  the certificate is valid and in good standing;                                                          
26 (3)  the certificate holder has previously paid the fee under AS 18.62.030(a), as                                       
27 it read on the day before the effective date of this Act; and                                                           
28 (4)  the department has not cancelled a certificate of fitness held by the                                              
29 individual requesting the reissuance in the past six years.                                                             
30    * Sec. 6. This Act takes effect July 1, 2024.
