00 SENATE BILL NO. 204 01 "An Act relating to the issuance of certificates of fitness for plumbers and electricians; 02 relating to fees for certificates of fitness for plumbers and electricians; and providing for 03 an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 18.62.020 is amended to read: 06 Sec. 18.62.020. Application for and issuance of certificate. The department 07 shall issue certificates of fitness and renewal certificates of fitness. A journeyman 08 level certificate and renewal certificate is valid for two years. A trainee level 09 certificate and renewal certificate is valid for six years. A [THE] certificate may be 10 issued only to an individual. An applicant for a certificate shall apply in writing, under 11 oath, on a form prescribed by the department containing 12 (1) the name and address of the applicant; 13 (2) the applicant's age; 14 (3) the applicant's citizenship; and
01 (4) other information relevant to licensing that the department requires. 02 * Sec. 2. AS 18.62.030(a) is amended to read: 03 (a) An applicant shall pay a nonrefundable application [AND 04 EXAMINATION] fee of $50 when applying for a [TRAINEE OR JOURNEYMAN 05 LEVEL] certificate of fitness. The department shall charge a [BIENNIAL] fee of $200 06 for the issuance of a trainee level certificate or renewal certificate and $300 for the 07 issuance of a [OR] journeyman level certificate or [A] renewal certificate, to be 08 prorated if issued for less than two years, and a fee of $25 for the issuance of a 09 duplicate certificate. 10 * Sec. 3. AS 18.62 is amended by adding a new section to read: 11 Sec. 18.62.100. Definition. In this chapter, "department" means the 12 Department of Labor and Workforce Development. 13 * Sec. 4. The uncodified law of the State of Alaska is amended by adding a new section to 14 read: 15 TRANSITION. Notwithstanding AS 18.62.050, the Department of Labor and 16 Workforce Development may reissue any plumber or electrician trainee level certificate of 17 fitness issued after July 1, 2022, and before the effective date of this Act without requiring the 18 certificate holder to reapply under AS 18.62.020 or repay the fee under AS 18.62.030 if 19 (1) the certificate holder requests a reissued certificate; 20 (2) the certificate is valid and in good standing; 21 (3) the certificate holder had previously paid the fee under AS 18.62.030; and 22 (4) the department has not cancelled a certificate of fitness held by the 23 individual requesting the reissuance in the past six years. 24 * Sec. 5. This Act takes effect July 1, 2024.
