00 SENATE BILL NO. 195 01 "An Act relating to the office of management and budget; and providing for an effective 02 date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 44.19.144(a) is amended to read: 05 (a) The director shall 06 (1) supervise and administer the activities of the office; 07 (2) advise the governor on matters of comprehensive state planning; 08 (3) advise the governor on matters relating to the improvement of 09 business processes used by state agencies and increasing accountability in state 10 government; 11 (4) collect and analyze data relating to the performance of state 12 agencies to identify areas in which an agency's performance may be improved 13 and to determine whether an agency's performance is improving; and 14 (5) publish regularly updated information as to the progress of

01 state agencies in completing strategic and performance plans and other 02 information relating to the activities of the office on the Internet website of the 03 Office of the Governor [REPEALED]. 04 * Sec. 2. AS 44.19.145(a) is amended to read: 05 (a) The office shall 06 (1) provide technical assistance to the governor and the legislature in 07 identifying long range goals and objectives for the state and its political subdivisions; 08 (2) prepare and maintain a state comprehensive development plan; 09 (3) provide information and assistance to state agencies to aid in 10 governmental coordination and unity in the preparation of agency plans and programs; 11 (4) review planning within state government as may be necessary for 12 receipt of federal, state, or other funds; 13 (5) participate with other countries, provinces, states, or subdivisions 14 of them in international or interstate planning, and assist the state's local governments, 15 governmental conferences, and councils in planning and coordinating their activities; 16 (6) encourage educational and research programs that further state 17 planning and development, and provide administrative and technical services for them; 18 (7) publish statistical information or other documentary material that 19 will further the provisions and intent of AS 44.19.141 - 44.19.152; 20 (8) assist the governor and the Department of Commerce, Community, 21 and Economic Development in coordinating state agency activities that have an effect 22 on the solution of local and regional development problems; 23 (9) serve as a clearinghouse for information, data, and other materials 24 that may be helpful or necessary to federal, state, or local governmental agencies in 25 discharging their respective responsibilities or in obtaining federal or state financial or 26 technical assistance; 27 (10) review all proposals for the location of capital improvements by 28 any state agency and advise and make recommendations concerning location of these 29 capital improvements; 30 (11) [REPEALED] conduct internal audits of agencies and programs 31 within the executive branch of state government;

01 (12) work in cooperation with state agencies to increase the 02 agencies' responsiveness and improve the quality of customer service provided by 03 the agencies; in this paragraph, "responsiveness" means the quality of providing 04 a productive response quickly and positively; 05 (13) regularly review the procedures and regulations of state 06 agencies for the purpose of increasing the state agencies' efficiency and 07 effectiveness; 08 (14) promote the use of process improvement strategies by state 09 agencies to make the agencies more efficient and responsive to the public; 10 (15) support the implementation of cost optimization strategies by 11 state agencies to provide the best value for state expenditures; in this paragraph, 12 "cost optimization strategies" means strategies that enable optimal operations 13 while ensuring cost efficiency; 14 (16) assist state agencies in implementing recommendations made 15 by the legislative audit division in reports filed under AS 24.20.311 for the 16 purpose of eliminating duplication, fraud, and waste; 17 (17) provide policymakers and the public with accurate and timely 18 data about the efficacy and cost-effectiveness of state agencies' services; 19 (18) coordinate with and advise state agencies in the development 20 of the agencies' strategic and performance plans; 21 (19) track and assess the progress of state agencies in completing 22 strategic and performance plans; and 23 (20) provide a forum for the exchange of ideas for continuously 24 improving the delivery of government services. 25 * Sec. 3. AS 44.19 is amended by adding a new section to read: 26 Sec. 44.19.146. Cooperation. A state agency shall 27 (1) cooperate with and promptly respond to inquires made by the 28 director; 29 (2) provide information requested by the director that relates to the 30 functions and duties of the office set out in AS 44.19.145; 31 (3) make the agency's commissioner, or another person employed to

01 lead the agency, available for consultation with the office. 02 * Sec. 4. AS 44.19.152 is amended by adding new paragraphs to read: 03 (3) "performance" means the ability of a state agency to achieve its 04 objectives and deliver products or services efficiently to both internal and external 05 consumers of the products or services; 06 (4) "state agency" means a department, institution, board, commission, 07 division, authority, public corporation, committee, or other administrative unit of the 08 executive branch of state government, including the University of Alaska, the Alaska 09 Railroad Corporation, and the Alaska Aerospace Corporation. 10 * Sec. 5. This Act takes effect January 1, 2025.
