AS 41.37.160 is amended to read: 08 Sec. 41.37.160. Citizens' Advisory Commission on Federal Management 09 Areas in Alaska. The Citizens' Advisory Commission on Federal Management Areas 10 in Alaska is established in the department for administrative purposes only. In the 11 exercise of its responsibilities, the commission shall consider the views of citizens of 12 the state and officials of the state. 13 * Sec. 2. AS 41.37.170(b) is amended to read:

01 (b) The members [MEMBERSHIP] of the commission who are not 02 members of the legislature shall represent each judicial district, with not more 03 than three members being from any one judicial district [REGION OF THE 04 STATE TO GIVE THE COMMISSION A REASONABLE GEOGRAPHIC 05 BALANCE AMONG REGIONS OF THE STATE]. 06 * Sec. 3. AS 41.37.180 is amended to read: 07 Sec. 41.37.180. Qualifications of members. The members of the commission 08 appointed by the governor under AS 41.37.170(c) and members appointed under 09 AS 41.37.170(d) and (e) who are not members of the legislature shall be representative 10 of the diversity of users and uses of federal land in the state. At least one member 11 must be enrolled in and represent a federally recognized tribe. At least one other 12 member must be a shareholder of and represent a corporation organized under 13 43 U.S.C. 1601 et seq. (Alaska Native Claims Settlement Act). 14 * Sec. 4. AS 41.37.220 is amended by adding new subsections to read: 15 (i) The commission shall determine which matters are considered, researched, 16 heard, and recommended by the commission under this section. 17 (j) Notwithstanding another provision of this section, the commission may not 18 consider, research, or hold hearings relating to public use on private land, including a 19 highway with an easement onto private land or onto public land reserved for private 20 use. In this subsection, "highway" has the meaning given in AS 19.59.001. 21 * Sec. 5. AS 44.66.010(a) is amended by adding a new paragraph to read: 22 (15) Citizens' Advisory Commission on Federal Management Areas in 23 Alaska (AS 41.37.160) - June 30, 2031. 24 * Sec. 6. AS 44.66.010(a)(10) is repealed. 25 * Sec. 7. The uncodified law of the State of Alaska is amended by adding a new section to 26 read: 27 TRANSITION. Notwithstanding AS 41.37.190(a), the terms of the initial members of 28 the Citizens' Advisory Commission on Federal Management Areas in Alaska appointed by the 29 governor under AS 41.37.170(c) are as follows: (1) two members shall be appointed for a 30 four-year term; (2) two members shall be appointed for a three-year term; (3) one member 31 shall be appointed for a two-year term; and (4) one member shall be appointed for a one-year

01 term. The governor shall specify the term of office of each member appointed subject to this 02 section. 03 * Sec. 8. This Act takes effect July 1, 2024.
