00 CS FOR SENATE BILL NO. 34(FIN) 01 "An Act reestablishing the Citizens' Advisory Commission on Federal Management 02 Areas in Alaska; relating to the membership and duties of the Citizens' Advisory 03 Commission on Federal Management Areas in Alaska; relating to the authority of the 04 Department of Natural Resources regarding the Citizens' Advisory Commission on 05 Federal Management Areas in Alaska; and providing for an effective date." 06 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 07 * Section 1. AS 41.37.160 is amended to read: 08 Sec. 41.37.160. Citizens' Advisory Commission on Federal Management 09 Areas in Alaska. The Citizens' Advisory Commission on Federal Management Areas 10 in Alaska is established in the department for administrative purposes only. In the 11 exercise of its responsibilities, the commission shall consider the views of citizens of 12 the state and officials of the state. 13 * Sec. 2. AS 41.37.170(b) is amended to read:

01 (b) The members [MEMBERSHIP] of the commission who are not 02 members of the legislature shall represent each judicial district with not more than 03 three members being from any one judicial district [REGION OF THE STATE TO 04 GIVE THE COMMISSION A REASONABLE GEOGRAPHIC BALANCE AMONG 05 REGIONS OF THE STATE]. 06 * Sec. 3. AS 41.37.180 is amended to read: 07 Sec. 41.37.180. Qualifications of members. The members of the commission 08 appointed by the governor under AS 41.37.170(c) and members appointed under 09 AS 41.37.170(d) and (e) who are not members of the legislature shall be representative 10 of the diversity of users and uses of federal land in the state. At least one member 11 must be enrolled in a federally recognized tribe and at least one other member 12 must be a shareholder of a corporation organized under 43 U.S.C. 1601 et seq. 13 (Alaska Native Claims Settlement Act). 14 * Sec. 4. AS 41.37.220 is amended by adding a new subsection to read: 15 (i) The commission shall determine which matters are considered, researched, 16 heard, and recommended by the commission under this section. 17 * Sec. 5. AS 44.66.010(a) is amended by adding a new paragraph to read: 18 (15) Citizens' Advisory Commission on Federal Management Areas in 19 Alaska (AS 41.37.160) - June 30, 2031. 20 * Sec. 6. AS 44.66.010(a)(10) is repealed. 21 * Sec. 7. The uncodified law of the State of Alaska is amended by adding a new section to 22 read: 23 TRANSITION. Notwithstanding AS 41.37.190(a), the terms of the initial members of 24 the Citizens' Advisory Commission on Federal Management Areas in Alaska appointed by the 25 governor under AS 41.37.170(c) are as follows: (1) two members shall be appointed for a 26 four-year term; (2) two members shall be appointed for a three-year term; (3) one member 27 shall be appointed for a two-year term; and (4) one member shall be appointed for a one-year 28 term. The governor shall specify the term of office of each member appointed subject to this 29 section. 30 * Sec. 8. This Act takes effect July 1, 2024.
