00 HOUSE BILL NO. 367 01 "An Act establishing a computer science program for students in juvenile facilities; and 02 providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 14.30 is amended by adding a new section to read: 05 Article 17. Computer Science Program. 06 Sec. 14.30.850. Computer science program. (a) Each school district that 07 provides educational services within a juvenile facility shall establish and provide to 08 students in the juvenile facility, to the maximum extent practicable, an opportunity to 09 access a computer science program approved by the department. A school district may 10 provide the program through one or more courses offered by the school district, but 11 the program's hours of instruction must in the aggregate be equivalent to a one-half 12 credit hour course. A school district may provide the program through 13 telecommunications or other digital or electronic methods. 14 (b) Each school district that provides educational services within a juvenile

01 facility shall annually report to the commissioner data on the percentage of students 02 who are enrolled in, have partially completed, or have completed the program. The 03 data must be separated by a student's gender, age, and eligibility for free or reduced- 04 price meals under 42 U.S.C. 1751 - 1769j (National School Lunch Act). If a 05 technology security limitation or juvenile facility limitation prevents the school district 06 from providing the program to students in the juvenile facility, the report must include 07 a brief description of the limitation and the actions the school district and juvenile 08 facility are taking to address the limitation. 09 (c) In this section, 10 (1) "juvenile facility" means a juvenile detention facility or juvenile 11 treatment facility as those terms are defined in AS 47.12.990; 12 (2) "program" means the computer science program established in this 13 section; 14 (3) "school district" has the meaning given in AS 14.30.350. 15 * Sec. 2. This Act takes effect July 1, 2025.
