AS 14.20.020(g) is amended to read: 07 (g) The department shall issue a teacher certificate to a person who possessed 08 a valid Alaska teacher certificate upon retirement. A teacher certificate issued under 09 this subsection is valid for the life of the retired teacher and qualifies the holder as a 10 substitute teacher in the state. A teacher certificated under this subsection may 11 teach as a long-term substitute teacher for not more than 165 consecutive days of 12 a school term. In this subsection, "long-term substitute teacher" means a teacher 13 who is employed in the state to substitute teach for more than 20 consecutive days 14 of a school term.
01 * Sec. 2. AS 14.20 is amended by adding a new section to read: 02 Sec. 14.20.225. Teacher incentive payments and reimbursement of costs 03 relating to national board certification. (a) In January of each year, a district or the 04 department, as applicable, may pay an incentive payment of $5,000 to each teacher 05 who is employed by the district or the department and who holds a current and valid 06 national board certification. 07 (b) A district or the department, as applicable, shall reimburse each teacher 08 who is employed by the district or the department and who is pursuing an initial 09 national board certification or renewal of a national board certification for the costs the 10 teacher has paid to a nationally recognized board in pursuing or renewing the 11 certification, including the costs of course materials, registration, and testing. The 12 district or the department, as applicable, shall reimburse the teacher on an ongoing 13 basis for the costs incurred by the teacher and not later than 60 days after the teacher 14 makes a request for reimbursement. 15 (c) The department shall provide sufficient funding, subject to appropriation 16 and in addition to the state aid received under AS 14.17, to a district to make national 17 board certification incentive and reimbursement payments as provided in this section. 18 (d) Nothing in this section prohibits a district or the department from 19 providing additional monetary incentives to a teacher. 20 (e) In this section, 21 (1) "district" has the meaning given in AS 14.17.990; 22 (2) "national board certification" means individual achievement of 23 national professional teaching standards as certified by a nationally recognized board. 24 * Sec. 3. AS 14.16.050(a)(3)(C); AS 14.20.220(e), and 14.20.220(g) are repealed. 25 * Sec. 4. The uncodified law of the State of Alaska is amended by adding a new section to 26 read: 27 APPLICABILITY. (a) Section 1 of this Act applies to a contract or collective 28 bargaining agreement that becomes legally binding on or after the effective date of sec. 1 of 29 this Act. 30 (b) Section 2 of this Act applies to a contract or collective bargaining agreement that 31 becomes legally binding on or after the effective date of sec. 2 of this Act.
01 (c) AS 14.20.225(b), added by sec. 2 of this Act, applies to costs a teacher incurs on 02 or after the effective date of sec. 2 of this Act. 03 * Sec. 5. Section 2 of this Act takes effect July 1, 2024.
