01 * Sec. 7. PURPOSE. In accordance with AS 37.14.003 and 37.14.005, the appropriations 02 made in this Act are for the state's integrated comprehensive mental health program. 03 * Sec. 8. BONUSES FOR CERTAIN EMPLOYEES OF THE EXECUTIVE BRANCH. (a) 04 The money appropriated in this Act includes amounts to implement the payment of bonuses 05 and other monetary terms of letters of agreements entered into between the state and 06 collective bargaining units under AS 23.40.070 - 23.40.260 for the fiscal year ending June 30, 07 2024. 08 (b) The Department of Administration, division of personnel and labor relations, shall 09 (1) not later than 30 days after the Department of Administration enters into a 10 letter of agreement described in (a) of this section, provide a copy of the letter of agreement to 11 the legislative finance division in electronic form; and 12 (2) submit a report to the co-chairs of the finance committee of each house of 13 the legislature and the legislative finance division not later than 14 (A) February 1, 2024, that summarizes all payments made under the 15 letters of agreements described in (a) of this section during the first half of the fiscal 16 year ending June 30, 2024; and 17 (B) September 30, 2024, that summarizes all payments made under the 18 letters of agreements described in (a) of this section during the second half of the fiscal 19 year ending June 30, 2024. 20 * Sec. 9. NONGENERAL FUND RECEIPTS. (a) Alaska Mental Health Trust Authority 21 authorized receipts (AS 37.14.036) or administration receipts (AS 37.14.036) that exceed the 22 amounts appropriated in this Act are appropriated conditioned upon compliance with the 23 program review provisions of AS 37.07.080(h). 24 (b) If Alaska Mental Health Trust Authority authorized receipts (AS 37.14.036) or 25 administration receipts (AS 37.14.036) fall short of the estimates used as the basis of the 26 appropriation, the affected appropriation is reduced by the amount of the shortfall in receipts. 27 * Sec. 10. SALARY AND BENEFIT ADJUSTMENTS. (a) The appropriations made in sec. 28 1 of this Act include amounts for salary and benefit adjustments for public officials, officers, 29 and employees of the executive branch, Alaska Court System employees, employees of the 30 legislature, and legislators and to implement the monetary terms for the fiscal year ending 31 June 30, 2024, of the following ongoing collective bargaining agreements:

01 (1) Alaska Correctional Officers Association, representing the correctional 02 officers unit; 03 (2) Alaska Public Employees Association, for the supervisory unit; 04 (3) Public Employees Local 71, for the labor, trades, and crafts unit; 05 (4) Alaska State Employees Association, for the general government unit; 06 (5) Alaska Vocational Technical Center Teachers' Association, National 07 Education Association, representing the employees of the Alaska Vocational Technical 08 Center; 09 (6) Marine Engineers' Beneficial Association, representing licensed engineers 10 employed by the Alaska marine highway system; 11 (7) International Organization of Masters, Mates, and Pilots, representing the 12 masters, mates, and pilots unit; 13 (8) Confidential Employees Association, representing the confidential unit; 14 (9) Teachers' Education Association of Mt. Edgecumbe, representing the 15 teachers of Mt. Edgecumbe High School; 16 (10) Inlandboatmen's Union of the Pacific, Alaska Region, representing the 17 unlicensed marine unit; 18 (11) Public Safety Employees Association, representing the regularly 19 commissioned public safety officers unit. 20 (b) The appropriations made to the University of Alaska in sec. 1 of this Act include 21 amounts for salary and benefit adjustments for the fiscal year ending June 30, 2024, for 22 university employees who are not members of a collective bargaining unit and to implement 23 the monetary terms for the fiscal year ending June 30, 2024, of the following collective 24 bargaining agreements: 25 (1) United Academic - Adjuncts - American Association of University 26 Professors, American Federation of Teachers; 27 (2) United Academics - American Association of University Professors, 28 American Federation of Teachers; 29 (3) Fairbanks Firefighters Union, IAFF Local 1324; 30 (4) Alaska Higher Education Crafts and Trades Employees, Local 6070. 31 (c) If a collective bargaining agreement listed in (a) of this section is not ratified by

01 the membership of the respective collective bargaining unit, the appropriations made in this 02 Act applicable to the collective bargaining unit's agreement are adjusted proportionately by 03 the amount for that collective bargaining agreement, and the corresponding funding source 04 amounts are adjusted accordingly. 05 (d) If a collective bargaining agreement listed in (b) of this section is not ratified by 06 the membership of the respective collective bargaining unit and approved by the Board of 07 Regents of the University of Alaska, the appropriations made in this Act applicable to the 08 collective bargaining unit's agreement are adjusted proportionately by the amount for that 09 collective bargaining agreement, and the corresponding funding source amounts are adjusted 10 accordingly. 11 (e) Appropriations made in sec. 1 of this Act for salary and benefit adjustments as 12 described in (a) and (b) of this section are for the benefit of the state's integrated 13 comprehensive mental health program only and do not necessarily affect every group of 14 noncovered employees or every collective bargaining unit listed in (a) and (b) of this section. 15 * Sec. 11. RETROACTIVITY. Sections 1 - 10 of this Act are retroactive to July 1, 2023. 16 * Sec. 12. CONTINGENCY. The appropriations made in sec. 1 of this Act for the payment 17 of a bonus to an employee in the executive branch of the state government who is a member 18 of a collective bargaining unit established under the authority of AS 23.40.070 - 23.40.260 19 (Public Employment Relations Act) but for which the state and applicable bargaining unit of 20 the employee have not yet entered into a letter of agreement under AS 23.40.070 - 23.40.260 21 are contingent on the following: 22 (1) the state and the applicable bargaining unit of the employee entering into a 23 letter of agreement under AS 23.40.070 - 23.40.260 for the bonus; and 24 (2) the Department of Administration, division of personnel and labor 25 relations, providing a copy of the letter of agreement described in (1) of this section to the 26 legislative finance division in electronic form not later than 30 days after the department 27 enters into the letter of agreement. 28 * Sec. 13. Section 11 of this Act takes effect immediately under AS 01.10.070(c). 29 * Sec. 14. Except as provided in sec. 13 of this Act, this Act takes effect July 1, 2023.
