CSSJR 11(RES): Supporting development of the road belt electrical transmission line; and urging members of the Alaska delegation in Congress to pursue the development of this high-voltage electrical line in the interior of the state.

00 CS FOR SENATE JOINT RESOLUTION NO. 11(RES) 01 Supporting development of the road belt electrical transmission line; and urging 02 members of the Alaska delegation in Congress to pursue the development of this high- 03 voltage electrical line in the interior of the state. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 WHEREAS development of the road belt electrical transmission line would create a 06 high-voltage electrical line running from Sutton to Glennallen and extending to Gakona and 07 on to Tok and north through the upper Tanana region to Delta Junction; and 08 WHEREAS development of the road belt electrical transmission line would support 09 infrastructure for energy, national security, economic expansion, and natural resource 10 development in the state; and 11 WHEREAS the Trans Alaska Pipeline System would benefit by using the low-cost 12 energy provided by the road belt electrical transmission line in the operation of the pipeline 13 and protection of its off-grid pump stations; and 14 WHEREAS a high-voltage electrical line would complete an electrical transmission 15 bus loop and establish a second secure path for power transmission from Anchorage to

01 Fairbanks; and 02 WHEREAS an electrical transmission bus loop is needed during a natural disaster, 03 such as an earthquake; and 04 WHEREAS there are 17 small communities in the region that rely on diesel power or 05 other expensive alternatives; and 06 WHEREAS development of the road belt electrical transmission line would support 07 military installations in the state, including Black Rapids Training Site, Donnelly Training 08 Area, Fort Greely, Eielson Air Force Base, and Clear Air Force Station, by providing access 09 to low-cost, reliable, redundant, and renewable energy for the defense of the state and the 10 United States; and 11 WHEREAS development of the road belt electrical transmission line would boost 12 economic growth and support the initiation, growth, expansion, and retention of small 13 businesses in the region by providing low-cost, reliable energy; and 14 WHEREAS development of the road belt electrical transmission line would benefit 15 the agricultural industry in the Delta Junction area by allowing the industry to become more 16 cost-effective and competitive and by increasing the industry's ability to expand; and 17 WHEREAS there is widespread support for the development of the road belt 18 electrical transmission line; 19 BE IT RESOLVED that the Alaska State Legislature supports the development of the 20 road belt electrical transmission line; and be it 21 FURTHER RESOLVED that the Alaska State Legislature urges the members of the 22 Alaska delegation in Congress to pursue the development of the road belt electrical 23 transmission line, a high-voltage electrical line in the interior of the state, for the purpose of 24 supporting defensive capabilities, critical military infrastructure, and the Alyeska Pipeline. 25 COPIES of this resolution shall be sent to the Honorable Joseph R. Biden, President 26 of the United States; the Honorable Patrick Leahy, President pro tempore of the U.S. Senate; 27 the Honorable Nancy Pelosi, Speaker of the U.S. House of Representatives; the Honorable 28 Lloyd Austin, United States Secretary of Defense; the Honorable Deb Haaland, United States 29 Secretary of the Interior; the Honorable Tom Vilsack, United States Secretary of Agriculture; 30 the Honorable Jennifer Granholm, United States Secretary of Energy; and the Honorable Lisa 31 Murkowski and the Honorable Dan Sullivan, U.S. Senators, and the U.S. Representative for
