SCR 5: Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Bill No. 76, extending the January 15, 2021, governor's declaration of a public health disaster emergency in response to the novel coronavirus disease (COVID-19) pandemic; approving and ratifying declarations of a public health disaster emergency; providing for a financing plan; making temporary changes to state law in response to the COVID-19 outbreak in the following areas: occupational and professional licensing, practice, and billing; telehealth; fingerprinting requirements for health care providers; charitable gaming and online ticket sales; access to federal stabilization funds; wills; unfair or deceptive trade practices; meetings of shareholders; and school operating funds; relating to informed consent for COVID-19 vaccines; relating to personal objections to the administration of COVID-19 vaccines; providing immunity from liability and disciplinary action for occupational licensees for exposure of clients to COVID-19; and providing immunity from liability for persons engaging in business and their employees for exposure of customers to COVID-19.

01 business and their employees for exposure of customers to COVID-19. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 That under Rule 54, Uniform Rules of the Alaska State Legislature, the provisions of 04 Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, regarding 05 changes to the title of a bill, are suspended in consideration of House Bill No. 76, extending 06 the January 15, 2021, governor's declaration of a public health disaster emergency in response 07 to the novel coronavirus disease (COVID-19) pandemic; approving and ratifying declarations 08 of a public health disaster emergency; providing for a financing plan; making temporary 09 changes to state law in response to the COVID-19 outbreak in the following areas: 10 occupational and professional licensing, practice, and billing; telehealth; fingerprinting 11 requirements for health care providers; charitable gaming and online ticket sales; access to 12 federal stabilization funds; wills; unfair or deceptive trade practices; meetings of shareholders; 13 and school operating funds; relating to informed consent for COVID-19 vaccines; relating to 14 personal objections to the administration of COVID-19 vaccines; providing immunity from 15 liability and disciplinary action for occupational licensees for exposure of clients to 16 COVID-19; and providing immunity from liability for persons engaging in business and their 17 employees for exposure of customers to COVID-19.
