00 HOUSE CS FOR CS FOR SENATE BILL NO. 203(FIN) am H 01 "An Act designating the Alaska marine highway system and portions of the Parks, 02 Glenn, Seward, and Sterling Highways as a part of the State's Purple Heart Trail and 03 relating to signage and informational displays for the trail." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 35.40.210(a) is amended to read: 06 (a) The Alaska Highway from the Alaska-Canada Border to Delta Junction, 07 [AND] the Richardson Highway between Delta Junction and Fairbanks, the George 08 Parks Highway between Fairbanks and Wasilla, the Glenn Highway between 09 Wasilla and Anchorage, the Seward Highway between Anchorage and the 10 Seward-Sterling highway junction, the Sterling Highway to its termination at the 11 end of the Homer Spit, and the Alaska marine highway system are concurrently 12 designated the Purple Heart Trail. 13 * Sec. 2. AS 35.40.210(b) is amended to read: 14 (b) The department shall erect and maintain appropriate signs on each vessel

01 of the Alaska marine highway system and facing the oncoming traffic in both 02 directions along the Glenn Highway below Gold Star Peak near a site designated 03 for a Gold Star Families Memorial Monument and entering the highway at 04 Fairbanks, Delta Junction, Tok Junction, the Alaska Border, the Veterans Memorial 05 at Byers Lake, Wasilla, Anchorage, the junction of the Seward and Sterling 06 highways, Soldotna, Homer, and at points determined by the department 07 [APPROXIMATELY HALFWAY] between those locations designating the highways 08 described in (a) of this section as the Purple Heart Trail. Each sign must 09 (1) display a replica of the Purple Heart Medal; 10 (2) contain the following statement: "Purple Heart Trail." 11 * Sec. 3. AS 35.40.210(c) is amended to read: 12 (c) At not fewer than six [THREE] pullouts along the Purple Heart Trail, 13 selected by the commissioner, the department shall erect informational displays 14 including 15 (1) a replica of the Purple Heart Medal; 16 (2) the following statement: "Purple Heart Trail"; 17 (3) information pertinent to the Purple Heart Medal and Purple Heart 18 Trail and their history. 19 * Sec. 4. AS 35.40 is amended by adding a new section to read: 20 Sec. 35.40.223. Insook Baik Bridge. The Bragaw Street overcrossing of the 21 Glenn Highway located in Mountain View in Anchorage is named the Insook Baik 22 Bridge. 23 * Sec. 5. The uncodified law of the State of Alaska is amended by adding a new section to 24 read: 25 DONATIONS FOR INSOOK BAIK BRIDGE SIGNAGE AND INFORMATIONAL 26 DISPLAYS. Notwithstanding the absence of separate accounting authority under 27 AS 37.05.146, the Department of Transportation and Public Facilities may accept gifts, 28 donations, and grants from a person or agency for the purpose of providing signage and 29 informational displays for the Insook Baik Bridge. Gifts, donations, and grants shall be used 30 in accordance with a memorandum of understanding agreed on by the donor and the 31 department.

01 * Sec. 6. The uncodified law of the State of Alaska is amended by adding a new section to 02 read: 03 DONATIONS FOR PURPLE HEART TRAIL SIGNAGE AND INFORMATIONAL 04 DISPLAYS. Notwithstanding the absence of separate accounting authority under 05 AS 37.05.146, The Department of Transportation and Public Facilities may accept gifts, 06 donations, and grants from a person or agency for the purpose of providing signage and 07 informational displays required by AS 35.40.210(b) and (c), as amended by secs. 2 and 3 of 08 this Act. Gifts, donations, and grants shall be used in accordance with a memorandum of 09 understanding agreed on by the donor and the department. 10 * Sec. 7. The uncodified law of the State of Alaska is amended by adding a new section to 11 read: 12 PURPLE HEART HIGHWAY SIGNAGE AND INFORMATIONAL DISPLAYS. 13 The Department of Transportation and Public Facilities may create and erect the signs and 14 informational displays required by AS 43.40.210(b) and (c), as amended by secs. 2 and 3 of 15 this Act, as funding for the signs and displays is made available through appropriation or 16 donation to the department, regardless of whether the department has sufficient funding to 17 create and erect all the signs and informational displays required by AS 35.40.210(b) and (c), 18 as amended by secs. 2 and 3 of this Act.
