00 SENATE BILL NO. 134 01 "An Act relating to master guide-outfitter qualifications for licensure." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 08.54.610(b) is amended to read: 04 (b) A master guide-outfitter license authorizes a registered guide-outfitter to 05 use the title master guide-outfitter, but is for all other purposes under this chapter a 06 registered guide-outfitter license. A natural person is entitled to receive a renewable 07 master guide-outfitter license if the person 08 (1) is, at the time of application for a master guide-outfitter license, 09 licensed as a registered guide-outfitter under this section; 10 (2) has been licensed in this state as a registered guide or a guide- 11 outfitter, under former AS 08.54.010 - 08.54.240, former AS 08.54.300 - 08.54.590, or 12 this chapter, for at least 15 of the last 20 years, including the year immediately 13 preceding the year in which the person applies for a master guide-outfitter license; 14 (3) submits a list to the department of at least 45 clients for whom the 15 person has personally provided guiding or outfitting services and the person receives a

01 favorable evaluation from 30 of the clients selected from the list by the department; 02 (4) has not been convicted of an offense under AS 08.54.720(a) or a 03 similar law in another jurisdiction related to hunting or to the provision of big game 04 hunting or transportation services within the five [15] years preceding the date of the 05 application for which 06 (A) the person was imprisoned for more than one day; or 07 (B) an unsuspended fine of more than $1,500 was imposed; 08 [AND] 09 (5) has not had a hunting, guiding, outfitting, transporter, or 10 similar license suspended or revoked in this state or another jurisdiction within 11 the five years preceding the date of the application; and 12 (6) applies for a master guide-outfitter license on a form provided by 13 the department and pays the application fee, if any. 14 * Sec. 2. AS 08.54.710(k) is amended to read: 15 (k) The board shall revoke the master guide-outfitter license of a person 16 (1) whose right to obtain or exercise the privileges granted by a 17 hunting, guiding, outfitting, or transportation services license is suspended or revoked 18 in another state or in Canada; or 19 (2) who is convicted of a violation of any state or federal law or 20 regulation related to hunting or the provision of big game hunting or transportation 21 services for which 22 (A) the person is imprisoned for more than one day; or 23 (B) an unsuspended fine of more than $1,500 is imposed.
