01 "An Act relating to the membership of the legislative council; and relating to the                                      
02 membership of the Legislative Budget and Audit Committee."                                                              
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 24.20.020 is amended to read:                                                                      
05 Sec. 24.20.020. Membership. The legislative council is composed of the                                                
06 president of the senate, the senate minority leader, or the senate minority leader's                                
07 designee, and five [SIX] other senators appointed by the president, and the speaker of                          
08 the house of representatives, the house minority leader or the house minority                                       
09 leader's designee, and five [SIX] other representatives appointed by the speaker.                               
10 [THE MEMBERSHIP FROM EACH HOUSE SHALL INCLUDE AT LEAST ONE                                                              
11 MEMBER FROM EACH OF THE TWO MAJOR POLITICAL PARTIES.] The                                                               
12 appointing authority in each house shall make and announce the appointment or                                           
13 reappointment of members of the council within 15 days after the convening of the                                       
14       first regular session of each legislature.                                                                        

01    * Sec. 2. AS 24.20.161 is amended to read:                                                                         
02 Sec. 24.20.161. Membership. The Legislative Budget and Audit Committee is                                             
03 composed of 10 members: the chairs [CHAIRMEN] of the senate and house finance                                       
04 committees, [;] one member selected from each of the senate and house finance                                       
05 committees and appointed by the president of the senate and the speaker of the house,                                   
06 respectively, the house minority leader or the house minority leader's designee,                                    
07 the senate minority leader or the senate minority leader's designee, [;] and two                                
08 [THREE] members appointed from each house by the respective presiding officer.                                          
09 The chair [CHAIRMAN] of the finance committee may choose not to serve on the                                        
10 committee. If this occurs, the presiding officer of the appropriate house shall appoint a                               
11 replacement from the finance committee. [THE MEMBERSHIP FROM EACH                                                       
12 HOUSE SHALL INCLUDE AT LEAST ONE MEMBER FROM EACH OF THE                                                                
13 TWO MAJOR POLITICAL PARTIES. THE COMMITTEE SHALL SELECT ITS                                                             
14       OWN CHAIRMAN.]
