00 HOUSE BILL NO. 274 01 "An Act relating to interference with constitutional rights; relating to personal 02 objections to the administration of COVID-19 vaccines; and providing for an effective 03 date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 11.76.110(a) is amended to read: 06 (a) A person commits the crime of interference with constitutional rights if 07 (1) the person injures, oppresses, threatens, or intimidates another 08 person with intent to deprive that person of a right, privilege, or immunity in fact 09 granted by the constitution or laws of this state; 10 (2) the person intentionally injures, oppresses, threatens, or intimidates 11 another person because that person has exercised or enjoyed a right, privilege, or 12 immunity in fact granted by the constitution or laws of this state; [OR] 13 (3) under color of law, ordinance, or regulation of this state or a 14 municipality or other political subdivision of this state, the person intentionally

01 deprives another of a right, privilege, or immunity in fact granted by the constitution 02 or laws of this state; or 03 (4) the person administers a novel coronavirus disease 04 (COVID-19) vaccine to another person or that person's minor child over the 05 objection of the person in violation of AS 18.09.330. 06 * Sec. 2. AS 18.09 is amended by adding a new section to read: 07 Article 2A. COVID-19 Immunization Rights. 08 Sec. 18.09.330. Objection to the administration of COVID-19 vaccine. An 09 individual may object to the administration of a novel coronavirus disease 10 (COVID-19) vaccine to that individual based on religious, medical, or other grounds. 11 A parent or guardian of a minor child may object to the administration of a COVID-19 12 vaccine to the minor child based on religious, medical, or other grounds. A person 13 may not require an individual to provide justification or documentation to support the 14 individual's decision to decline a COVID-19 vaccine or to decline a COVID-19 15 vaccine for a minor child. 16 * Sec. 3. This Act takes effect immediately under AS 01.10.070(c).
