00 HOUSE BILL NO. 245 01 "An Act relating to political contribution limits; and providing for an effective date." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 15.13.070(b) is repealed and reenacted to read: 04 (b) An individual may contribute to a 05 (1) candidate for the following offices an amount not to exceed: 06 (A) $1,500 a year, if the election is for governor or lieutenant 07 governor; 08 (B) $1,000 a year, if the election is for the state senate; 09 (C) $700 a year, if the election is for the state house of 10 representatives; 11 (D) $700 a year, if the election is for a 12 (i) delegate to a constitutional convention; 13 (ii) judge seeking retention; or 14 (iii) municipal office; 15 (2) nongroup entity for the purpose of influencing the nomination or

01 election of a candidate, an amount not to exceed $1,000 a year; 02 (3) group that is not a political party, an amount not to exceed $1,000 a 03 year; and 04 (4) political party, an amount not to exceed $5,000 a year. 05 * Sec. 2. AS 15.13.070(c) is repealed and reenacted to read: 06 (c) Each year, a group that is not a political party may contribute to a 07 candidate, to another group, to a nongroup entity, or to a political party not more than 08 twice the amount an individual is permitted to contribute to the candidate, group, 09 nongroup entity, or political party under (b) of this section. 10 * Sec. 3. AS 15.13.070(f) is repealed and reenacted to read: 11 (f) Each year, a nongroup entity may contribute to a candidate, to a group, to 12 another nongroup entity, or to a political party not more than twice the amount an 13 individual is permitted to contribute to the candidate, group, nongroup entity, or 14 political party under (b) of this section. 15 * Sec. 4. AS 15.13.070(g) is amended to read: 16 (g) Where contributions are made to a joint campaign for governor and 17 lieutenant governor, 18 (1) an individual may contribute not more than $3,000 a [$1,000 PER] 19 year; and 20 (2) a group may contribute not more than $6,000 a [$2,000 PER] year. 21 * Sec. 5. AS 15.13.070 is amended by adding a new subsection to read: 22 (h) Beginning in the first quarter of calendar year 2023 and every five years 23 thereafter, the commission shall, by regulation, adjust the contribution limitations set 24 out in this section by a percentage equal to the percentage of increase over the 25 preceding five-year period in all items of the Consumer Price Index for all urban 26 consumers for Anchorage, Alaska, rounded to the nearest $50 increment. 27 * Sec. 6. AS 15.13.072(e) is amended to read: 28 (e) A candidate or an individual who has filed with the commission the 29 document necessary to permit that individual to incur election-related expenses under 30 AS 15.13.100 may solicit or accept contributions from an individual who is not a 31 resident of the state at the time the contribution is made, but the amounts accepted

01 from individuals who are not residents may not exceed 50 percent of the total 02 contributions made to the candidate or individual during the campaign [IF THE 03 AMOUNTS CONTRIBUTED BY INDIVIDUALS WHO ARE NOT RESIDENTS 04 DO NOT EXCEED 05 (1) $20,000 A CALENDAR YEAR, IF THE CANDIDATE OR 06 INDIVIDUAL IS SEEKING THE OFFICE OF GOVERNOR OR LIEUTENANT 07 GOVERNOR; 08 (2) $5,000 A CALENDAR YEAR, IF THE CANDIDATE OR 09 INDIVIDUAL IS SEEKING THE OFFICE OF STATE SENATOR; 10 (3) $3,000 A CALENDAR YEAR, IF THE CANDIDATE OR 11 INDIVIDUAL IS SEEKING THE OFFICE OF STATE REPRESENTATIVE OR 12 MUNICIPAL OR OTHER OFFICE]. 13 * Sec. 7. This Act takes effect immediately under AS 01.10.070(c).
