01 "An Act relating to special request specialty organization registration plates."                                        
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
03    * Section 1. AS 28.10.181 is amended by adding a new subsection to read:                                           
04 (ll)  Special request specialty organization plates. The department shall adopt                                         
05 regulations to allow for the issuance of special request specialty organization                                         
06 registration plates sponsored by an organization that is based in this state and is tax                                 
07 exempt under 26 U.S.C. 501(c), is an Alaska chapter of a national organization that is                                  
08 tax exempt under 26 U.S.C. 501(c), is a department of the state, or is a municipality of                                
09 the state. The department shall determine a common design and color for the plates                                      
10 and provide for the placement of the logo of the organization and a short piece of                                      
11 descriptive text on the plate. If the department denies an application to create a                                      
12 specialty organization registration plate under this section, the department shall notify                               
13 the commissioner of the denial. The commissioner may reverse the decision of the                                        
14 department and require issuance of the requested plate. The department may                                              
15 disapprove the issuance of registration plates under this subsection when the requested                                 

01       plates duplicate an existing registration. Regulations adopted under this subsection                              
02       must                                                                                                              
03                 (1)  provide that the entity requesting the issuance of the plates                                      
04                      (A)  submit an application on a form provided by the                                               
05            department;                                                                                                  
06                      (B)  pay an application fee set by the department for issuance of                                  
07            the new registration plates;                                                                                 
08                      (C)  pay the entire cost of developing and issuing the specialty                                   
09            plate;                                                                                                       
10                      (D)  may not be offensive in purpose, nature, activity, or name;                                   
11 (E)  may charge a fee for issuance of a specialty registration                                                          
12            plate in addition to any registration fees set by statute or regulation;                                     
13 (2)  provide for notice to the entity sponsoring the plate not later than                                               
14       six months before a proposed cancellation of the specialty organization plate;                                    
15 (3)  establish procedures for owners of vehicles to purchase specialty                                                  
16       organization registration plates under this subsection.                                                           
17    * Sec. 2. AS 28.10.421(d) is amended by adding a new paragraph to read:                                            
18 (26)  special request specialty organization plates under                                                               
19       AS 28.10.181(ll) ........................................ $100                                                    
20 plus the fee required for that vehicle under (b), (c), (h), or (i) of this section; the $100                            
21 fee required by this paragraph shall be collected only on the first issuance of and the                                 
22 replacement of the plates; in addition, an entity sponsoring a special request specialty                                
23       organization plate may charge a fee on first issuance and renewal of the plates.
