00 HOUSE BILL NO. 177 01 "An Act relating to an increase of an appropriation due to additional federal or other 02 program receipts; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 37.07.080(h) is amended to read: 05 (h) If the legislature appropriates federal or other program receipts for a 06 program or project, an [THE] increase of the [AN] appropriation item for the 07 existing program or project based on additional federal or other program receipts not 08 specifically appropriated by the full legislature may be expended in accordance with 09 the following procedures: 10 (1) the governor shall submit a revised program to the Legislative 11 Budget and Audit Committee for review; 12 (2) 45 days shall elapse before commencement of expenditures under 13 the revised program unless the Legislative Budget and Audit Committee earlier 14 recommends that the state take part in the federally or otherwise funded activity;
01 (3) should the Legislative Budget and Audit Committee recommend 02 within the 45-day period that the state not initiate the additional activity, the governor 03 may not authorize or commence the expenditures unless the legislature approves 04 the [SHALL AGAIN REVIEW THE REVISED PROGRAM AND IF THE 05 GOVERNOR DETERMINES TO AUTHORIZE THE EXPENDITURE, THE 06 GOVERNOR SHALL PROVIDE THE LEGISLATIVE BUDGET AND AUDIT 07 COMMITTEE WITH A STATEMENT OF THE GOVERNOR'S REASONS 08 BEFORE COMMENCEMENT OF] expenditures under the revised program by law. 09 * Sec. 2. This Act takes effect immediately under AS 01.10.070(c).
