00 HOUSE CONCURRENT RESOLUTION NO. 17 am 01 Suspending Rule 23(a), Uniform Rules of the Alaska State Legislature, in response to the 02 COVID-19 pandemic. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS the World Health Organization has declared the disease caused by the 05 novel coronavirus, COVID-19, a pandemic; and 06 WHEREAS, on March 11, 2020, the Governor declared a statewide public health 07 disaster emergency to support the response to the COVID-19 disease outbreak; and 08 WHEREAS the Uniform Rules of the Alaska State Legislature may be suspended by 09 a two-thirds vote of the full membership of each house; 10 BE IT RESOLVED that, under Rule 54, Uniform Rules of the Alaska State 11 Legislature, the provisions of Rule 23(a), Uniform Rules of the Alaska State Legislature, 12 regarding the preceding-Thursday notice requirement and the five-day notice requirement for 13 a person who chairs a standing or special committee of the House of Representatives or the 14 Senate, are suspended during the Second Regular Session of the Thirty-First Alaska State 15 Legislature to allow committees to consider only legislative measures that substantially relate 16 to, and have as their primary purpose, appropriating, raising, or allocating state revenue,

01 confirming appointments, extending the termination date of a board, commission, or task 02 force, and considering the public health disaster emergency declared by the Governor on 03 March 11, 2020; a person who chairs a standing or special committee of the House of 04 Representatives or the Senate shall post written notice of the time, place, and subject matter of 05 a meeting at least 24 hours before the meeting.
